DESIGN AND SUPERVISION OF 47 SCHOOLS IN ISTANBUL

Since 2002 the OECD Programme on Educational Building (PEB) has taken up the issue of school safety and specifically in terms of seismic hazards and related safety measures in design and construction and has published major deficiencies and recommendations.

The Government of Turkey and the Istanbul City Admini¬stration are fully aware of the imminent threat of a major seismic event in this century and have taken appropriate decisions to assess and mitigate the inevitable consequences in the urban metropolis of Istanbul.

The comprehensive response is the “Istanbul Seismic Risk Mitigation and Emergency Preparedness Project (ISMEP)”, started in 2006 with three main components:

COMPONENT A: Strengthening Emergency Management Capacity;

COMPONENT B: Seismic Risk Mitigation for Priority Public Buildings

COMPONENT C: Enforcement of Building Codes

Component B includes, among others, the “Retrofitting or alternatively Reconstruction of Priority Public Buildings consisting of Schools, Hospitals, Dormitories, Administrative and Social Services”, initially financed by the World Bank. Financing has been recently augmented by World Bank (WB), European Investment Bank (EIB) and Council of Europe Development Bank (CEB) loan, as well as by the turkish government. The 47 Schools project contributes to this sub-component.

The scope of work is “Design and construction management for the demolition and reconstruction of Schools in Istanbul (CEB-CB1.5)”, for 47 schools includes:

PHASE 1 - the preliminary and detail design, and the development of tender documents for the procurement of the works

PHASE 2 - the supervision of the works

Most relevant Numbers:

47 schools (Primary, Secondary & high Schools); 1.125 average student capacity for each school

340.000 sqm of Constructed surface rough;
